Kings Bay is a 600-acre body of clear, spring-fed water on the Gulf Coast of Florida that pours out of seventy individual limestone vents at a combined 600 million gallons per day. It is also the only place in the United States where federal law permits in-water interaction with wild manatees. Every winter, more than 400 of them gather here to escape the cooling Gulf — and every winter, families from around the world come to Crystal River to slip into a wetsuit, lie still at the surface, and let a thousand-pound mammal swim up to investigate.
The Crystal River National Wildlife Refuge, established in 1983, was the first refuge in the country created specifically to protect a single species. Everything here — every rule, every closed sanctuary, every certified guide — exists for the manatees.

The Iconic Activity: Swimming with Manatees
This is the experience people travel to Crystal River for. Licensed tour operators hold federal Special Use Permits from USFWS; every in-water guide is certified. The standard tour is two to three hours: a classroom briefing on passive observation, wetsuit and snorkel gear fitting, a boat ride to whichever sanctuary has the highest manatee activity that morning, then quiet time in the water.
The rules are non-negotiable and federally enforced:
- No touching, chasing, riding, cornering, or grabbing a manatee
- No separating mother-calf pairs
- No feeding or giving water
- Stay at the surface; do not dive down onto a resting manatee
- If a manatee approaches you (and they often do), remain still and let it leave on its own terms
Violations are prosecuted under the Marine Mammal Protection Act with fines up to $50,000.
Peak conditions: Cold mornings in December through February. The colder the air, the more manatees crowd into the springs. Aim for 7–9 a.m. departures during cold fronts.

Tips for Families
- Book early. Peak-season tours sell out 2–3 months ahead. December–February weekends are gone by October.
- Best mornings are cold mornings. Manatee density spikes when air temperatures drop below 50°F overnight.
- Children: Most operators accept ages 3+. Children under 12 must be accompanied by a parent in the water. Toddler-to-adult-5X wetsuit sizes available at major operators.
- Wear your swimsuit under your clothes and bring warm layers for the boat ride back — 72°F water plus 45°F air feels significantly colder than you expect.
- Manatee sanctuaries can close on short notice when manatees need to rest undisturbed. Be flexible with your itinerary.
- Summer is still worth visiting. Far fewer manatees but excellent kayaking, paddleboarding, scuba, and scalloping. Crystal River is beautiful year-round.
- Don't drive away frustrated if you don't see a manatee. Most reputable operators offer a "manatee guarantee" — ask in advance.
